Stage 1 - Learner Licence

You must be at least 16 years old to apply for a licence to drive. This requires you to pass a learner licence test, which is a theory-only road rules test based on the official New Zealand Road Code.
You can obtain a copy of the rode code from a library, bookstore or NZTA approved licensing agent (such as the Automobile Association (AA), Vehicle Testing New Zealand (VTNZ) or Vehicle Inspection New Zealand (VINZ). This site has useful information . www.drivingtests.co.nz

When you feel ready to sit your test, you should visit one of the above agents.  You will be asked to fill out an application form and:

  • Pay a Learner Licence application fee.
  • Pay a Learner Licence test fee.
  • Provide a birth certificate, passport or other proof of identity and age.
  • Provide a letter or bill that shows your name and current address.
  • Pass an eyesight test (or provide an eyesight certificate from your doctor).
  • Provide a signature and have your photograph taken
  • Conditions of driving under a Learner Licence.
  • You must display learner plates on the car when you are driving (which you can obtain from one of the NZTA agents listed above).
  • You must be accompanied at all times by a person who has held a full driver licence for at least two years. This person must sit in the front passenger seat beside you.
  • You may only carry passengers on the approval of this person. Once you have your learner licence, book your driving lessons with Apple Driving School and get as much driving experience as you can.

Stage 2 - Restricted Licence

You must have held your Learner Licence for at least six months before you can apply for your Restricted Licence. When you feel ready to sit a restricted practical driving test, book a time at the NZTA call centre on ph 0800 822 422, or visit one of the NZTA approved agents listed above. The test will last approximately 60 minutes.

When you book your test, you will need to:

  • Complete the application form
  • Pay the application fee.
  • Pay the practical driving test fee.
  • Provide a birth certificate, passport or other proof of identity and age.
  • Provide a letter or bill that shows your name and current address.
  • Pass an eyesight test (or provide an eyesight certificate from your doctor).
  • Provide a signature and have your photograph taken
  • Conditions of driving under a Restricted Licence.
  • You may only drive on your own between 5am and 10pm. Outside of these times, you must be accompanied by a person who has held a full driver licence for at least two years sitting in the left front seat.
  • If you sat the test in an automatic car, you can only drive automatic vehicles unless accompanied by this person.
  • You must not carry passengers unless you have a supervisor with you, unless the passenger is your partner, your child or other dependent, or a relative who lives with you and on a social security benefit..

Stage 3 - Full Licence

Before you can apply for your full licence, you must have held your restricted licence for at least 18 months and be 18 years of age or older. (This period may be reduced to 12 months and 17 ½ years respectively if you sit an advanced driving course. If you are 25 years old or over, you must have held your restricted licence for at least six months reduced to three months if you sit an approved advanced driving course.

When you are ready to book for a full practical driving test, call the NZTA call centre on ph 0800 822 422, or visit one of the NZTA approved agents listed above. The driving test will take approximately 30 Minutes.
